Family says the victim is 29-year-old Ta'Janae Carter. The Phoenix police later confirmed the information.

“She had the biggest heart and I’ll miss that about her," Shant Cunningham, Carter's sister, said.

Cunningham said her sister cooked the best food and told the funniest jokes, but above all else, cared for her family.

“She was the best mother and nobody can take that from her," Cunningham said.

Cunningham said Carter also enjoyed going out with her friends. That's what she was doing the night she died.

“She was just out having fun. There was an altercation and it just escalated," Cunningham said.

Phoenix police said the suspect, 24-year-old Teayanna Minter, turned herself in hours after the shooting. She's facing a murder charge.

Detectives are still investigating what led up to the shooting.

Family told 12News Carter and Minter did not know each other.

“She was a fighter to her last breath, and I admire her for that, like that was my baby," Cunningham said.

Carter's family said they're trying to navigate how to move forward without her, but want everyone to remember her laugh and her ability to leave others laughing, too.

“Everybody here loves her. She was a very lovable person, very easy to love," Cunningham said.

Carter's family created a GoFundMe page to help pay for funeral expenses. Anyone interested in donating can click here.
