Police said evidence collected at the scene points to an "extended road rage incident" between Ross and a "suspect" identified by investigators as a 19-year-old man.
"After stopping in traffic near 2700 West Dunlap Avenue, the incident concluded with the suspect firing a gun and striking the victim," police said.
According to police, the suspect was detained a short time later after he "notified police of his involvement" in the incident.
Other details have not been released.
The investigation is ongoing and after completed, its findings will be sent to the Maricopa County Attorney’s Office for review.
