Man accused of shooting Democratic campaign office indicted on terrorism charges

Jeffrey Michael Kelly had more than 120 guns and over 250,000 rounds of ammunition in his home.

The man arrested in connection to shooting into a Valley Democratic campaign office had now been indicted on terrorism and other charges.

On Wednesday, the Maricopa County Attorney's Office said a grand jury indicted Jeffrey Michael Kelly, 60, on the following:

  • 1 count of terrorism, a class two felony
  • 3 counts of discharge of a firearm at a structure, a class three dangerous felony
  • 3 counts of unlawful discharge of a firearm, a class six dangerous felony
  • 1 count of criminal damage, a class five felony

Police said the Democratic campaign office in Tempe was shot into on three occasions between Sept. 16 and Oct. 6.

"Kelly first used a CO2 powered gun, then escalated to firearms for the second and third shootings. Over the course of the three shootings, Kelly fired more than twenty times, causing damage to the building’s windows, front doors, and walls," the MCAO said in a news release.

Prosecutors said they believe Kelly poses an extreme threat.

"It's the state's belief that Mr. Kelly poses the most extreme danger within a democracy and within our community. Trying to disrupt political activity, aiming violence at a political party is completely, completely out of bounds," the prosecutor told the judge at a court hearing on Oct. 26.

Prosecutors said Kelly had more than 120 guns and over 250,000 rounds of ammunition in his home, leading law enforcement to believe he may have been planning a mass casualty event.
