Man arrested after leaving scene of crash that killed pedestrian in north Phoenix, police say

Officers were called to the scene near 49th Avenue and Thunderbird Road late Friday morning.

PHOENIX — A man has been arrested after the Phoenix Police Department said he fled the scene of a crash that killed a pedestrian in north Phoenix on Friday. 

Police said Luis Julio Vazquez Santana, 24, was arrested following the incident.

On Friday, officers were called to the scene near 49th Avenue and Thunderbird Road shortly before noon, where a man identified as 21-year-old Nolan Kit Xayakoummane was struck and killed by a van.  

Phoenix police said preliminary information suggests Xayakoummane was crossing Thunderbird Road when he was struck by the vehicle, which was traveling eastbound.

Authorities said the vehicle involved in the initial collision remained on the scene. Another vehicle that struck Xayakoummane after the initial collision left the area.

Police said Xayakoummane was taken to the hospital, where he did not survive his injuries.

Vazquez Santana is facing charges of leaving the scene of an accident.

Officers said impairment is not believed to be a factor in the collision.
