PHOENIX — Phoenix police have arrested the driver who is suspected of leaving the scene of a fatal crash on Sept. 26.

The Phoenix Fire and Police departments responded to the crash near 19th Avenue and Roosevelt Street around 5:30 p.m. and learned four cars were involved and one left the scene before police arrived.

Five people were taken to local hospitals, fire officials said.

One man, later identified as 67-year-old Enrique Cortez, died of his injuries after he was transported to the hospital, officials said. The four remaining patients, two adults and two children, were taken to hospitals but are expected to be OK.

Detectives identified the alleged hit-and-run driver as 21-year-old Luis Ybarra, who has been arrested and booked into jail.

Records show the suspect allegedly told police he left the scene because he was scared and that he doesn't have a license.
