MESA, Ariz. — Incumbent Rep. Greg Stanton is running against political newcomer Kelly Cooper in the race to represent much of the East Valley.
Arizona's 4th Congressional district stretches from Ahwatukee Foothills to northeast Mesa, covering most of Tempe, as well as parts of Phoenix, Chandler and Gilbert. The district is located entirely within Maricopa County.
Covering a wide range of the Phoenix Metro area, CD4 leans marginally Democratic.

Greg Stanton (Incumbent - D)
Stanton, the former mayor of Phoenix, was born in New York and moved to Arizona where he graduated from Cortez High School in west Phoenix. Stanton went on to pursue higher education at Marquette University and the University of Michigan Law school before returning to Phoenix to teach at Arizona Summit Law School.
He was elected to the House in 2019 after Sen. Kyrsten Sinema left the office to run for the U.S. Senate. Since then, Stanton was reelected in 2020 and 2022. He previously served as Phoenix's mayor from 2012 to 2018 and as a member of the City Council in 2000, 2001 and 2005.
During his time in office, Stanton pushed for an expansion of the 1964 Civil Rights Act via the Equality Act and condemned the Supreme Court's decision to overturn Roe v. Wade. Stanton is currently on the Foreign Affairs and the Transportation and Infrastructure committees.
According to his campaign website, some of Stanton's main issues are ensuring water security, lowering the cost of prescriptions, expanding abortion-related healthcare access and increasing funding for border security.
Kelly Cooper (R)
Cooper was born in Idaho Falls, Idaho and served in the U.S. Marine Corps from 1993 to 1997. He is a self-described entrepreneur and owner of three restaurants, according to his Ballotpedia Candidate Connection survey.
Cooper hasn't held public office before, but ran against Stanton in 2022, securing just under 44% of the vote.
Reducing government regulation of businesses, expanding Arizona's school voucher program and improving the U.S. immigration system were the top three issues listed on Cooper's campaign website.
"I am a compassionate conservative, with a family that looks like many Arizonans, a Hispanic wife, and multicultural children. We are obligated to secure our borders for the protection of our citizens and national security," Cooper's website reads in part.
