New DNA testing leads to arrest of Tempe man for 2015 murder of Allison Feldman

DPS Director Frank Milstead said this is the first arrest in Arizona's history as a result of familial DNA testing.

The Scottsdale Police Department has arrested a man in the murder of Allison Feldman.

A Scottsdale police spokesperson said the suspect is 42-year-old Ian L. Mitcham, who was arrested Tuesday.

Feldman was found dead in her Scottsdale home in 2015.

Scottsdale PD found a DNA sample at the scene and worked with the Arizona Department of Public Safety to match familial DNA and identify Mitcham as the suspect, DPS Director Frank Milstead said.

Mitcham's brother, who is in the Arizona corrections system for child molestation, was the DNA link used to associate Mitcham with the scene.

“If the brother was not in jail," a Scottsdale PD spokesperson said, "we would not have made this match."

Milstead said this is the first arrest in Arizona's history as a result of familial DNA testing, which cost $35,000 in this case.

"The first case ever submitted and we were able to link it on the first time we tried it," Milstead said.

There are now already four additional requests to use this technology in other Arizona cold cases.

Police now have 400 new items of evidence in the case to sort through.

Maricopa County Superior Court records show Mitcham had prior cases for aggravated DUI and drug violations.

Mitcham appeared in front of a judge Wednesday morning. He's facing first-degree murder and second-degree burglary. The judge set a $5 million cash-only bond.

His next court date,a status conference, is set for April 18.
