Officials said the crash happened when the 23-year-old driver of a silver car was speeding and weaving in and out of traffic, according to witnesses, when he accelerated at a yellow light and collided with a black truck.
The four children in the silver car were not restrained in safety seats, officials said.
The 75-year-old driver of the truck stayed at the scene and was not injured, officials said.
A charging decision will be made after the crash reconstruction is complete, officials said.
