16-year-olds will be allowed to operate e-scooters in Phoenix

PHOENIX — The minimum age for utilizing electric scooters and bikes will be lowered to allow more teenagers to use them in the City of Phoenix

On Wednesday, the Phoenix City Council voted 8-1 to lower the city's age requirement from 18 to 16 for operating e-scooters on public streets to align with Arizona's driving age.

City officials said Phoenix wanted to align its age requirement with the standard set by other cities. 

Lime and Spin, the e-scooter vendors for Phoenix's micromobility program, requires that its scooter renters be at least 18.

"Representatives from both Spin and Lime have confirmed they will not make changes to their minimum age requirements for shared micromobility renters in Phoenix," city records state.

City officials told the council the vendors can still set the age limit at 18 for insurance purposes and the new age limit would be appropriate for private use of e-scooters.
