Arizona couple wanted for $15,000 worth of construction fraud

They're accused of taking payment for a project, then failing to complete it.

PHOENIX - A warrant has been issued for the arrest of an El Mirage couple accused of a $15,000 construction fraud scheme in Surprise, according to the Arizona Attorney General's Office.

Hugo Juarez-Zaragoza agreed to complete some home improvement projects at a Surprise home between January and March this year, but he stands accused of failing to complete the work and abandoning the job after being paid.

Rafaela Juarez is also wanted, but it is unclear exactly how she may have been involved.

It's believed Juarez-Zaragoza is continuing to perform unlicensed construction activities.

According to police, the two also use the aliases “Lisa Zaragoza,” “Ana Zaragoza,” and “Hugo Zaragoza.”
