A hot air balloon was caught in a dust devil as it was being set up for tethered rides at the Independence Day Craft Fair in Williams on Saturday.

WILLIAMS, Ariz. — On Saturday, people attending the Independence Day Weekend Craft Fair in Williams expected to spend some time up in the air on a tethered hot air balloon ride.
