Cochise County supervisors indicted by grand jury for delaying election canvass

The indictment stems from the fallout that occurred after Arizona's 2022 general election, when the rural county refused to certify the results.

COCHISE COUNTY, Ariz. — Two Cochise County board supervisors have been indicted for allegedly conspiring to delay the certification of Arizona's 2022 general election results. 

Arizona Attorney General Kris Mayes announced Wednesday that Supervisors Peggy S. Judd, 61, of Willcox, and Terry Thomas “Tom” Crosby, 64, of Sierra Vista, have been charged with felony offenses after they allegedly attempted to interfere with the canvassing of election results. 

After multiple Democratic candidates – including Kris Mayes – narrowly won statewide races in Arizona, the two Republican supervisors in the rural Arizona county initially refused to certify the results before a judge ordered them to do so. 

The judge ruled back in December that the county board had "exceeded its lawful authority" and failed to present evidence demonstrating they had the power to delay the certification.

After the judge's ruling, Judd and Democrat Ann English complied with the court order and voted to certify the election results.

"I am not ashamed of anything I did," Judd said at the time.

The indictment accused the supervisors of preventing the canvassing of Cochise County's results within the time frame dictated under Arizona law. The two charges in the indictment are listed as Class 5 felonies.

“I took an oath to uphold the rule of law, and my office will continue to enforce Arizona’s elections laws and support our election officials as they carry out the duties and responsibilities of their offices," Mayes said in a statement.
