PHOENIX (AP) - A judge has ruled Arizona cannot deny driver's licenses to certain immigrants based on the state's own judgment that they aren't in the country legally.
The decision released Thursday by Judge David Campbell marks Arizona's second loss in a suit over denying licenses to immigrants who have been given protection from deportation by the federal government.
Four years ago, the courts ruled against Arizona over then-Gov. Jan Brewer's executive order that denied licenses to young immigrants who avoided deportation under an Obama administration policy.
Eventually, those immigrants were able to get licenses.
But the rulings focused on only immigrants who participated in the Obama administration program.
A second lawsuit was filed to seek licenses for immigrants who had received other forms of protection from deportation, such as domestic violence survivors.
