20 to 30 people in ski masks engaged in 'scare tactic' to victim in a case of Gilbert teen violence, records say

According to court documents, the victim did not report the incident she was involved in sooner because she was afraid of retaliation.

GILBERT, Ariz. — A victim in one of the Valley's incidents of teen violence claims a group of 20 to 30 people in ski masks approached her house as part of what she believes was a "scare tactic," according to court documents.

Gilbert police detectives received a video from the Mesa Police Department on Jan. 29 which showed Jacob Pennington on it, who has been arrested in previous incidents of teen violence.

In the video, a female teenager is seen assaulting another female teenager who is in the passenger seat of a car. In the video, multiple other people can be heard telling the teenage subject to stop, and Pennington is allegedly heard stating "hell nah, she's talking crazy," according to court documents. 

Pennington is then seen bending over and grabbing the victim's shoe, which came off during the alleged assault. Pennington holds the shoe up to the camera in the video and says "got a (expletive) shoe too. (Expletive) that (expletive)." 

Pennington and the female teenage subject are seen walking away from the incident with the shoe still in the camera's view, court documents said.

The victim told police she suffered bruising and bumps to her head because of the incident. 

When the Gilbert police contacted the victim, she told police she did not report the incident earlier because she was afraid of "retaliation." 

The victim and her family told detectives that during the "time frame of this reported incident," about 20 to 30 people in ski masks approached their house, which the family believes was a scare tactic from a group associated with Pennington. The victim's father confronted the people before they left the area. 

Pennington was not identified as one of the individuals in ski masks. 

Gilbert Police Chief Michael Soelberg said in a news conference on Feb. 22 that the incident involving Pennington and the incident involving people in ski masks were not reported to the police until later. 

"We encourage the community to not be afraid," Soelberg said. "There are ways to protect our victims." 

Pennington was arrested and is facing charges of aggravated robbery, police said.
