Man accused of shooting 2 Phoenix police officers was days from ending supervised release, records show

Police said one of the officers is in critical condition after the shooting.

PHOENIX — Phoenix police have arrested the man accused of shooting and seriously injuring two officers Tuesday night. One of those officers remains in critical condition, Phoenix police said.

Saul Bal, 41, was accused of the shooting after being confronted by police during an alleged attempted vehicle break-in. Records show that Bal has a length history of prior convictions.

In addition to drug-related convictions in Navajo, Yuma and Pinal counties, Bal was also charged with attempted burglar and disorderly conduct in Navajo County. He is now facing two attempted murder charges in connection with Tuesday night's shooting.

According to Arizona Department of Correction records, Bal had been admitted into prison in April 2024 and was moved to community supervision on July 19. His sentence was set to end on Sept. 5, two days after the shooting.

Bal is being held on $2 million cash-only bond.

“This is a terrible night for the Phoenix Police Department and for those who love and care for our officers and for members of our community,” said Phoenix Police Chief Mike Sullivan during a news conference following the shooting.

Police confirmed the shooting happened at around 6:25 p.m. in the area of 16th Street and McDowell Road, near Banner Medical Center.

Police said officers saw the Bal breaking into a vehicle in the area. When the officers approached Bal he ran away and officers followed.

During the chase, Bal jumped over a fence, with officers eventually catching up to him.

It was at that point that Bal reportedly shot at the officers, hitting both of them, police said.

Bal then continued to run away but was soon arrested nearby. The injured officers were rushed to the hospital.

“The one ray of light is the incident occurred very close to Banner Medical and our officers are receiving excellent care,” said Mayor Kate Gallego.

Sullivan said the officer who is in stable condition was "saved by his ballistic vest."

Sullivan said this marks the 11th time this year that officers have been "met by gunfire."

“What happened tonight is senseless, It angers me and I hope you share my anger,” said Sullivan.

Bal is facing two attempted murder charges. His first court appearance will be at 8 a.m. on Tuesday.

Homicide detectives are still investigating the incident.
