The Arizona Department of Public Safety said the pursuit began at 1:55 a.m. Saturday with reports of a non-law enforcement vehicle with red and blue flashing lights driving in the eastbound lanes of I-10 near 35th Avenue.
Troopers located the vehicle and attempted to stop it but the driver refused to stop, DPS said.
The agency said after the vehicle failed to stop DPS's helicopter, Phoenix Firebird, tracked the vehicle from the sky.
The vehicle traveled into Tempe, near Priest and University drives, where it did eventually stop, DPS said.
After the vehicle stopped, two people got out and ran away, according to DPS.
Troopers were able to track down the vehicle's occupants and arrest them. Their names have not been released.
This is a developing story; additional details will be added as they become available.
